Leo Demidow (Tom Hardy) ist als Militärpolizist ein Handlanger der Sowjetunion unter Stalin, ein staatliches Instrument. Er hinterfragt seine Aufträge nicht und fühlt sich an keine Moral gebunden, die nicht durch die Partei vorgegeben ist. Von seinen Vorgesetzten wird Leo regelmäßig daran erinnert, dass es in seinem Land – der offiziellen Linie nach – bestimmte Verbrechen nicht gibt, Kindsmord etwa. Doch als die Leiche des kleinen Sohnes eines Mitoffiziers aufgefunden wird und der Staatsapparat den offensichtlichen Mord zu vertuschen versucht, kommt Leo ins Grübeln. Als ein weiteres Kind ermordet wird, stellt Leo eigene Nachforschungen an und gerät so ins Visier seiner Vorgesetzten. Er weckt das Misstrauen des Milizanführer Nesterow (Gary Oldman) und wird mit seiner Familie ins provinzielle Exil geschickt. Während dies Leos ehrgeizigem Rivalen Wassili (Joel Kinnaman) in die Karten spielt, wird Leos Suche nach dem Killer immer gefährlicher – nicht nur sein Leben ist in Gefahr, auch sein Vertrauen zu seiner Frau Raisa (Noomi Rapace) wird auf die Probe gestellt.
